The purpose of this bulletin is to alert dealers to the possibility that the front fork slider covers may damage the front fender of 2007 Fatboy motorcycles if the front forks are fully compressed.

M-1194 2006/2007 Harley-Davidson Predelivery and Setup Manual Update

Purpose
The purpose of this bulletin is to provide additional details needed to set up vehicles for customer delivery.

Motorcycles Affected There are three procedures covered by this bulletin.
1. License plate reflector bracket installation for all VRSC models sold in the HDI, UK, Australia and Japan markets.
2. License plate installation for all FXDWG models, all FX Softail models and all VRSC models sold in the HDI, UK, Australia and Japan markets.

The purpose of this bulletin is to provide information on the Initial Care Program for 2007 Model Year Twin Cam motorcycles.

As part of the introduction of this year's Harley-Davidson Motorcycles, Technical Service is providing the 2007 Twin Cam Powertrain Initial Care Program to U.S. dealers. This program allows Harley-Davidson to monitor initial repair trends on significant components and provide rapid resolution to field concerns.


M-1192A SWAPPING AND ALIGNING FIXED DUAL DISCS
July 17, 2006

Purpose
It has recently been determined that swapping and aligningthe front brake discs on motorcycles having fixed dual disc brakes can significantly reduce brake squeal.

Therefore, effective June 26, 2006, the front brake discs willbe swapped and aligned on all production motorcycles having fixed dual disc brakes. The running change moves theformer left side brake disc stamped P/N 44156-00 LEFT to the right side of the hub, and the former right side brake disc stamped P/N 44136-00 RIGHT to the left side of the hub. The vent holes are then aligned before the discs are fastened to the hub.

Also, in the interest of promoting customer satisfaction, Harley-Davidson will swap and align the front brake discs on affected motorcycles under warranty, but only when responding to customer complaints of excessive brake squeal.

Motorcycles Affected

All 2000-2006 model motorcycles, as well as those 2007 models built before June 26, 2006, having fixed dual disc brakes that exhibit excessive front brake squeal.

M-1191 2007 ENGINE IDLE TEMPERATURE MANAGEMENT SYSTEM

Purpose
For those riders who frequently find themselves in riding conditions where the vehicle is subjected to prolonged idle conditions, an optional dealer enabled engine calibration is available. This calibration offers limited rear cylinder cooling with the vehicle stopped while the engine is left at idle. If the customer decides to delete the rear cylinder cooling, he may contact the dealer to have this done.

Motorcycles Affected
All 2007 Touring and Police Models (FLHT, FLHTC, FLHTCU, FLTR, FLHR, FLHRC, FLHRS, FLHX, FLHTCUSE2, FLHRSE3, FLHTP, FLHP, and FLHPE).


M-1190 2006 Touring Fork Lock Program
June 19, 2006

Purpose
Harley-Davidson Motor Company, Inc. has learned that the fork lock on 2006 Touring Models can be broken if the rider attempts to turn the handlebars while the forks are locked. If the spring or cam connecting link is broken, the locking barrel will not retract from the boss on the frame bracket.

Unlocking the switch knob with the ignition key will not unlock the forks. Repairing the lock will require removal and replacement of the ignition/light key switch and fork lock.

M-1188 FLHTCSE Tour-Pak Interior Light Replacement
June 16, 2006

Purpose
On certain 2005 FLHTCSE2 model motorcycles, failure of the mechanical switch may cause the Tour-Pak interior light to stay on when the lid is closed, possibly resulting in battery drain.

Beginning on April 18, 2005, an LED style light was installed to prevent the possibility of this occurrence.

In the interest of customer satisfaction, Harley-Davidson has elected to replace the old style mechanical switch (P/N 54302-98A) with the LED (P/N 54332-04) on all affected motorcycles.

This effort also includes the replacement of all P&A Tour-Pak Interior Light Kits (same part number) on those customer owned motorcycles which are on record as having had it installed at the time the motorcycle was sold, those kits sold to customers over the counter, as well as those kits still in dealer inventory.


M-1187 2004/2005 XL883R/XL1200R Master Cylinder, Recall Code 0125

Purpose
Harley-Davidson Motor Company, Inc. has learned that the front brake master cylinder on certain Sportster models has a defect that may allow the rear brake lamp to stay lit after the brake lever is released.

In the interest of motor vehicle safety and customer satisfaction, Harley-Davidson has elected to initiate a voluntary recall (Campaign 0125) to remedy this defect. As required by law, you may sell but NOT DELIVER any affected motorcycles to your customers until the recall is performed.


M-1185 Fuel Injector/Calibration Changes For 2006 1450cc Big Twins
February 20, 2006

Purpose
It has recently been determined that the 8° angle cone spray fuel injectors used on 2006 1450cc Big Twins may cause cold start and/or driveability problems on some motorcycles.

In the interest of promoting customer satisfaction, the 25° angle cone spray fuel injectors used on CVO 103 cu. in. (1690cc) motors will be installed on all production Big Twins beginning on or around February 13, 2006.

Additionally, Harley-Davidson will provide for the installation of 25° angle cone spray fuel injectors on those motorcycles where use of the 8° fuel injectors (part number 27625-06) is determined to be directly responsible for cold start and/or driveability problems.

NOTE
Due to changes in the manufacturing process, the part number of the 25° angle cone spray fuel injector is changing from 27709-06 to 27709-06A. This fuel injector also will be stamped with the words “25 DEG” for easy identification.

The purpose of this bulletin is to provide customer / dealer support information on the 2006 VRXSE Destroyer model motorcycle. Key components for obtaining technical support are as follows:

Retail customers needing tuning support must provide their motorcycle P.I.N. (product identification number) located on the right side of the steering head tube of the motorcycle.

Authorized dealers will need to provide the following; dealer name and number, contact name, motorcycle P.I.N., part numbers involved, as well as “Request I.D. Number” if you’ve contacted Harley-Davidson previously on the same issue.


M-1183A 2006 Dyna Transmission, Recall Code 0124

Purpose
The purpose of this revised service bulletin is to inform the dealer network of a change to the recall kit part number and the detent arm kit assembly. The revised recall kit part number is 94445A. Both the early and late kits are acceptable for installation. Use existing inventory of the 94445 kits before installing the 94445A kits.

Harley-Davidson Motor Company, Inc. has learned that a condition affecting safety exists on 2006 Dyna models. The transmissions in these motorcycles have a defect which may allow them to go into a false neutral position even though the neutral indicator light is illuminated. If this happens the transmission could engage into first or second gear unexpectedly and create the risk of a crash and injuries.

In the interest of motor vehicle safety and customer satisfaction, Harley-Davidson has elected to initiate a voluntary recall (Campaign 0124) to allow us to formally recall all affected vehicles. As required by law, you may sell but NOT DELIVER any affected motorcycles to your customers until the recall is performed.

M-1182 Improved Front Rubber Mount

Purpose
A new improved front rubber mount will be introduced as a running change on all 2006 Touring model motorcycles.
Before appearing on production motorcycles, the new rubber mount will first be available as a replacement part.

NOTE
The new front rubber mount is part number 16207-79C and replaces part number 16207-79B. In the interest of promoting customer satisfaction, Harley-Davidson requests that you return your inventory of the old style front rubber mount following the CREDIT PROCEDURE which follows.

Motorcycles Affected
The new improved front rubber mount retrofits all Touring model motorcycles manufactured since 1980.

Purpose
Harley-Davidson Motor Company, Inc. has learned that a condition affecting safety exists in certain 2004 Dyna FXDL/I, FXDWG/I, FXD/I, FXDX/I and FXDP model motorcycles. The affected motorcycles have a condition that may allow the throttle cables to contact the tunnel portion of the fuel tank. In this condition the cables could eventually wear through the tank, causing a fuel leak, thereby presenting the risk of a fire and possible injury or death to the rider.

Motorcycles Affected
This campaign involves certain 2004 Dyna FXDL/I, FXDWG/I, FXD/I, FXDX/I and FXDP models built from June 11, 2003 through February 2, 2004. These vehicles are identified by the attached Vehicle Identification Number (VIN) list.


M-1179 2006 FLHXI Mirror Relocation, Recall Code 0121
October 25, 2005

Purpose
Harley-Davidson Motor Company, Inc. has learned that a condition affecting safety exists on some 2006 FLHX and FLHXI model motorcycles. The affected vehicles were built with mirrors that were improperly located on the inner fairing. Due to this improper mounting location, it is not possible to adjust the mirrors properly. This denies the rider the ability to obtain the appropriate rearward field of vision, thereby presenting the risk of a crash and possible injury or death.

In the interest of motor vehicle safety and customer satisfaction, Harley-Davidson has elected to initiate a voluntary recall (Campaign 0121) to allow us to formally recall all affected vehicles. As required by law, you may sell but NOT DELIVER any affected motorcycles to your customers until the recall is performed.

This campaign involves 2006 FLHX/I motorcycles built from June 8, 2005 through August 15, 2005 and sold in the domestic and HDI markets.

M-1177 FLHTCSE2/FLHTCUSE Front Brake Line, Recall Code 0123
September 30, 2005

Purpose
Harley-Davidson Motor Company, Inc. has learned that a condition affecting safety exists on some 2005 FLHTCSE 2 and 2006 FLHTCUSE motorcycles. The affected vehicles may have front brake lines that could leak due to a manufacturing defect. Should this component fail when in service on the motorcycle, all functionality of the front brake system would be lost without warning, thereby presenting the risk of a crash and possible death or serious injury.

In the interest of motor vehicle safety and customer satisfaction, Harley-Davidson has elected to initiate a voluntary recall (Campaign 0123) to inspect all potentially affected vehicles and replace any mis-manufactured front brake lines. As required by law, you may sell but NOT DELIVER any affected motorcycles to your customers until the recall is performed.

M-1176A Advanced Audio System Software Update
November 11, 2005

Purpose
This Service Bulletin M-1176A replaces an earlier bulletin (M- 1176). This bulletin includes additional procedural details that may be required to complete a software update.
Since introduction, customers of Touring models equipped with the Advanced Audio System by Harman/Kardon® mayhave experienced the following issues:

Blank displays.
Display lockup after inserting a Compact Disc (CD).
A time display that does not set properly.
Low or no audio.

Technicians, when troubleshooting with Digital Technician, have experienced phantom speaker codes B2016 and 2020 where no fault exists.
Updating the receiver from early software versions, v6.8.0 or v7.4.0, to v7.8.0 will prevent these potential faults and make the receiver compatible with options including the GPS Navigation System.

Update software will be shipped to dealers on CDs and will also be posted on the Internet (www.harley-davidson.com) for either customer or dealer access.

As part of the introduction of this year's Harley-Davidson Motorcycles, Technical Service is providing the 2006 Model Year Dyna Initial Care Program. This program allows Harley-Davidson to monitor initial repair trends on significant components and provide rapid resolution to field concerns.

Key Program Components

Warranty Pre-Authorization from Technical Service (by using the Initial Care Phone Line listed below) is required for all POWERTRAIN repairs. Decisions concerning repair versus replacement or requests for further diagnostic labor time will be determined by Technical Service Representatives at that time.

With the exception of the clutch access (derby) cover for scheduled maintenance or P&A accessory cover installations; none of the primary, transmission, or engine compartments should be opened or covers removed prior to contacting Technical Service's Initial Care Team for diagnostic assistance and/or Warranty Pre-Authorization.

During the Initial Care period the maintenance schedule for primary chain lubricant and transmission lubricant will be shortened. All lubricants should be changed and inspected at 1000 miles, then every 5000 miles thereafter as part of this program. Notify the Initial Care team of any concerns noted during these inspections. As this differs from published maintenance intervals please review this with your customer at point of sale and vehicle delivery.

A diagnosis that indicates an intake leak requiring seal replacement or induction module removal requires contact with Technical Service's Initial Care Team prior to any repair attempt.

Genuine Parts & Accessories and/or Screamin' Eagle performance parts installation does not require contact with the Initial Care Team prior to disassembly and installation. We do require that you perform a thorough PDI and test ride in stock configuration prior to any disassembly or modification of the vehicle to validate product performance and quality. Any concerns identified should be reported to Technical Service's Initial Care Team immediately.

Accessorization with race only performance parts or aftermarket products may void vehicle warranty and the installing dealer becomes responsible for quality and workmanship.

Minimal parts are protected, allowing dealers to stock an inventory of repair parts. However, Warranty Pre-Authorization from Technical Service's Initial Care Team is also required for the specific components listed in Table 1.

If a component is warrantable, process the order as normal and submit a claim, referencing the authorization number provided in the comments area of the warrantyclaim.

This bulletin, which replaces Service Bulletin M-1173A, announces that the Advanced Audio System (AAS) Initial Care Program is being extended from December 23, 2005 to May 22, 2006

Harley-Davidson Technical Service is providing the AAS Initial Care Program for 2006 Model Year motorcycles equipped with the AAS, or with AAS P&A kits, for the purpose of monitoring initial repair trends on significant components and to provide rapid resolution of field concerns.

Key Program Components

Warranty Pre-Authorization from Technical Service (the AAS Initial Care Phone Line is listed in the next column) is required for all audio system repairs. Decisions concerning repair versus replacement or requests for further diagnostic labor time will be determined by Technical Service Representatives at that time.

Minimal parts are protected allowing dealers to stock an inventory of repair parts. However, Warranty Pre-Authorization from Technical Service's Initial Care Team is also required for the specific components listed in Table 1.

If component is warrantable, process the order per Warranty Bulletin W-132B and submit a claim, referencing the authorization number provided in the comments area of the warranty claim unless otherwise instructed. During the initial care period Technical Service may instruct you to take unique steps to expedite component return and failure analysis.

M-1172 Black Denim Paint Care Instructions
July 23, 2005

Purpose
The purpose of this bulletin is to provide an understanding of the characteristics of Black Denim paint and the required care to the dealer network.

Black Denim finish differs from traditional high-gloss finishes on other Harley-Davidson motorcycles. Like denim fabric, Black Denim paint will burnish with age and use, adding character and personality to the finish of the motorcycle. The integrity of the paint, however is not affected by age.

Please refer customers to the Owner’s Manual for details on finish care.

If scratched, nicked or scuffed, Black Denim paint can not be buffed out. If polished, the finish will become less matte and more glossy over time. This finish can not be repaired.

Motorcycles with Black Denim paint should follow processes outlined in the Harley-Davidson Cosmetic Guidelines booklet.

Select 2006 VRSCD and FXDB Dyna model motorcycles.


M-1171 Anti-Lock Brake System (ABS) Brake Line Routing, Recall Code 0120
June 24, 2005

Purpose
Harley-Davidson Motor Company, Inc. has decided that a defect, which relates to motor vehicle safety, exists on certain 2005 FLHTPI, FLHPI and FLHPEI model year police and escort motorcycles. These vehicles may have been built with anti-lock brake system (ABS) lines that were reversed during the installation procedure. This incorrect installation could cause the front brake to lock if an ABS event is triggered. This may occur even if the operator releases the front brake lever. Once the vehicle comes to a stop, the pressure would be released from the caliper, and the front wheel would no longer be locked. This incorrect installation could lead to a crash, thereby causing death or injury to the rider.

Motorcycles Affected

This campaign involves certain 2005 FLHTPI, FLHPI and FLHPEI models with ABS built from December 10, 2003 to May 25, 2005. These vehicles are identified by the attached Vehicle Identification Number (VIN) list.


M-1170 Compensating Sprocket Torque Procedure
May 27, 2005

Purpose
This Bulletin documents a torque and turn-of-nut procedure for tightening the engine compensating sprocket. This procedure improves the clamp load on this assembly and replaces the present tighten-to-torque procedure.

Motorcycles Affected

All 2003 through 2005 Touring, Softail, and Dyna model motorcycles including CVO models with Twin-Cam engines. Production vehicles began using this procedure May, 2005.

Dealer Action

Update all service literature and notify service technicians. To assure this procedure is used, insert this Service Bulletin number in the TORQUE VALUES tables in Section 6.1 SPECIFICATIONS of the Service Manuals covering Touring, Softail and Dyna models for model years 2003 through 2005.


M-1169 Softail Certification Label, Recall Code 0119
May 24, 2005

Purpose
Harley-Davidson Motor Company, Inc. has learned that certain 2002, 2003, 2004 and 2005 model year Softail motorcycles fail to comply with Part 567 Motor Vehicle Certification requirements. These vehicles have a VIN/certification label that contains incorrect tire size and inflation pressures for the front wheel. The label incorrectly states the front tire size is MT90B21 and the inflation pressure is 30 psi., whereas the correct front tire size is MT90B16, and the correct inflation pressure is 36 psi. All vehicles have been manufactured with the correct tire, and the owner's manual also contains the correct tire size/inflation pressure information. Only the certification portion of the label is incorrect. The VIN portion of the label is correct.

Harley-Davidson has voluntarily declared this an issue related to motor vehicle safety regulatory compliance (Campaign 0119) to allow us to formally recall all affected motorcycles.

Owners of affected vehicles will receive a label for their vehicle. They will also receive an instruction sheet (J03847) and letter detailing the recall.

Motorcycles Affected

This recall applies to all 2002, 2003 and 2004 Softail model years and 2005 models that were built on or before May 2nd, 2005. The vehicles involved include FLSTC, FLSTCI, FLSTF, FLSTFI, FLSTN and FLSTNI model motorcycles.

Purpose
The purpose of this revised service bulletin is to inform dealers of a design change to the inner rocker covers. This update provides a new part number for the redesigned rocker covers to improve this design. The part number has been revised since 9/12/05 and is listed in bold below.
